Yes, GFX Staff have control of the Graphics thread and should be able to do everything and the same goes to FM Staff who are incharge of all the Football Manager Forums excluding Graphics

You know on the forum home theres a forum called Football Manager 2009
Every forum in that (apart from the Graphics forum)you should be in control of, meaning you can create announcements, stickys and events.
Also you may be able to lock/unlock threads and move them
